第4章 Abstract

The book contains more than fifty articles on the rule of law, written by Professor Li Buyun over the last more than thirty years. They present the author's views and theories with regard to such issues as the scientific definition of law, the basic criteria for a country under the rule of law and the importance for a ruling party to rule by law. The book will not only allow the readers to appreciate the thoughts of the author, but also help them realize the substantial improvements in China in this area over the last three decades. Many issues discussed in this book are still hotly debated today. Moreover, some of the academic debates in the past are still worth our careful reflection. The arguments related to the opposition of rule by man and rule by law, and which are the most important questions we must answer about the theoretical basis and significance of rule by law are some of them. These debates have attracted many scholars and are in-depth and extensive, which is quite unusual historically. Currently, as China tries to build the rule of law, many problems raised in the book need to be considered, such as the main criteria for a country ruled by law, what rule by good law means, and what the appropriate manner and techniques for law making should be. Professor Li Buyun's writing will not only help us liberate our thinking on the subject, but also promote the establishment of the rule of law in China.
